With reference to the letter from this Department of the 16th of August, I am directed by

Mr. Secretary Amery to transmit to you for the consideration

of Mr.Secretary Chamberlain the accompanying paraphrase of

& further telegram which has been received from the Governor of Hong Kong in regard to the proposal that a contribution not exceeding $1,000,000 should be made from Hong Kong funds towards a scheme to support the anti- Bolshevik parties in Canton.

I am to request that this Department may be informed as early as possible, what reply Mr. Chamberlain considers should be made to Sir R.E.Stubbe.
